A wind tunnel down the side of a house is one of the most challenging garden problems to solve because the physics of it work against you, and I want to be straight with you about why bamboo in pots, whilst a tempting and attractive idea, is unlikely to give you the result you're hoping for.

In a true wind tunnel situation, you need something with genuine structural substance.

As a general guide, a good windbreak provides useful shelter for a distance of roughly five to ten times its own height on the leeward side, so even a modest two-metre planting can shelter a substantial area beyond it.
Your instinct about staggering the pots from either side is actually sound thinking in principle, as this creates an offset permeable barrier that the wind has to navigate rather than simply hit and deflect. However the execution needs to be robust enough to actually stand up to the conditions.

If the ground is fully hard landscaped and containers are your only option, you need to go much larger than standard nursery pots and choose plants with a genuinely tough, wind-resistant character. Think large, heavy half-barrel or substantial square planters that won't shift in a gust, filled with plants like Escallonia, which is tough as old boots in exposed conditions and produces lovely flowers, or Griselinia, an evergreen shrub that handles wind exposure brilliantly and provides dense, year-round screening. Both of these will give you the permeable, filtering effect you need rather than a solid wall of resistance.
If any of the hard landscaping can be lifted even partially to allow a small area of ground planting, that changes everything. Even a narrow strip of ground-planted tough shrubs will outperform the best container arrangement in a situation like this, because the root system can establish properly and the plants can anchor themselves.
Phormiums (New Zealand flax) are also worth considering as statement container plants in this situation. They're architectural, extremely wind-tolerant, and their strap-like leaves actually deflect and filter wind beautifully without catching it like a sail. A combination of a large Phormium with lower Escallonia or Hebe planted around it in oversized containers would give you structure, screening, and genuine wind resilience.
