Plants for east facing border that don't mind wind from one end

I've tried a few plants but nothing works, a few carnations hanging on, barely.  I'm guessing it's because of the wind tunnel created by the alley way at the side of my house. I know a little about gardening but not enough to tackle this. I'd like some evergreens and perennials with lots of colour but don't know if this is possible in this location. Oh and the border is in front of the fence between my neighbour and I.

Many thanks for yuor comment asking about planting ideas and plans.

For full advice including shape, size, layout and plants I'd always recommend booking one of my one-hour online consultation calls. This forum isn't for full planting plans of this scale. But great you've reached out to see if other Ninjas have ideas for your windy flower bed.

The biggest problem you have is the skinny border Lynn. Some of the flower beds are simply too narrow for most plants, especially near the wall and paving. However, the bed on the lawn could be extended to create something wonderful and windproof.
